Our country faces enormous problems and Municipal waste is one such problem with potential to become a menace. The problems are accentuated with metropolis turning in to Mega cities which present very unique situations. Delhi being one such megacity has problems of old habitat, new habitat as well as unauthorised densely populated areas which have flourished with migrating labor class finding their shelter wherever they worked and without any basic amenities being provided. Of course a combination of all such situations result in a mega problem in a mega city. A rough estimate is that 40% of Delhi under Municipal boundaries now consists of such habitats, with dense population and very congested approach roads, with low income group households presenting a unique situation w.r.t. awareness towards sanitation, scientific waste management, duties of each citizen and requirement as per the existing laws & standards.
Government both Central & State do their bits as in other areas to, by bringing in ‘legislation’ intertwined with relevant and updated Municipal Solid Waste Rules ( last updated in 2016().
But that is not sufficient. The rules and intent are like Constitution of India which starts with We the people of India …commit but leave a lot of gaps which each of the individuals as well agencies have to fill in with their bit. Like constitution is effective when law enforcement agencies, courts and advocates contribute their mind to achieve goals of justice, so is this area of Waste Management. This actually depends much more as there are missing enforcement agencies and lot of onus is on idividuals and generators of waste and rest on agencies involved in collection, transportation, handling and processing of waste.
IL & FS is one such group of Industries with noble aims, one of which is to become an integrated Waste management company, with a long term vision of improving life in an around the mega cities of this century.
Through its subsidiary IL & FS Environment Infrastructure Ltd, it has endeavoured to handle waste thru bringing in innovative ideas, latest technology, dependable equipment & machinery, trained & skilled manpower in the trade of sanitation and capabilities to change the standards of sanitation in the concession area.
Dakshin Dilli happens to be one which has taken up challenge for Central zone and results are for every body to see on the ground. Project executed in record time, much faster than the approved schedule of phasewise ward takeover, we have been able to establish our mark as a scientific, reliable and dependable waste handler and an agent to transform the sanitary condition in Central zone of Sough Delhi.
Through Innovative design of primary collection tippers, DDSIL was able to ensure around 90% primary collection of MSW in the first phase itself, followed by installation of fixed compactors transfer stations to ensure both hygienic conditions around 15 main points in the zone throughout the day as well as transfer of collected waste through compactors 24 hours a day. Not only the civic authorities heralded this as a milestone change but even the Honble Lt. Governor of Delhi was impressed with our performance.
We assure the stake holders of our joint and relentless effort in ensuring standards of sanitation in Delhi not seen so far and not achieved so far in any of the zones. We also assure that timely introduction of newer scientific management tools, newer concepts and efforts we shall carry out improvement on a daily basis.
Presently we have been allowed to function largely in the residential & commercial areas of central zone, without any user fee as applicable in MSW 2016 rules for commercial generators, but we hope SDMC shall soon bring out a notification to ensure commercial generators like hotels, dhabas, hospitals, universities, institutes, mandis, offices etc start paying User fee and ensure waste free environment in the whole zone.
